The 49ers won?t only acquire the Chiefs? 2013 second-round pick in the planned trade for quarterback Alex Smith. San Francisco is also set to get a valuable pick next year.

A league source tells PFT?s Mike Florio that the 2014 conditional pick in the trade is the Chiefs? 2014 third-rounder, which can become a second-rounder if certain benchmarks are met.

So the 49ers are set up to be players on the second day of this year?s draft, and they?ll be players on the second day of next year?s draft, too. It?s an enviable position to be in: San Francisco was already a Super Bowl team with Alex Smith standing on the sideline, and the 49ers will be well positioned to stay at or near the top of the league thanks to the draft picks they acquired for trading Smith.

The Smith trade is the biggest part of the 49ers? broader strategy of compiling additional draft picks, and that strategy has them very well suited to bolster their roster in April: The 49ers have all their own picks this year, plus the Chiefs? second-round pick, the Panthers? third-round pick, the Colts? fifth-round pick, the Dolphins? sixth round pick and the Bengals? seventh round pick. So the 49ers are already picking twice in five of the draft?s seven rounds, and that?s before any compensatory picks they might get.

With a good team in place and a hoard of future draft picks, the 49ers are a franchise in great shape.

Syrians fleeing war likely to soon pass million soon: U.N.

UNITED NATIONS (Reuters) - More than 40,000 people a week are fleeing war-torn Syria and the total number of refugees will likely pass 1 million in less than a month, a senior U.N. official told the Security Council on Wednesday.

U.N. High Commissioner for Refugees Ant?nio Guterres said the U.N. agency as of Tuesday had registered 936,000 Syrians across the Middle East and North Africa, nearly 30 times as many people as April last year.

"We expected to have 1.1 million Syrian refugees by June. If things continue to accelerate like this, it will take less than a month to reach that number. Just last night, and just into Jordan, 4,585 fled the country," he told the 15-member council.

"The refugee numbers are staggering, but they cannot convey the full extent of the tragedy. Three-quarters of the refugees are women and children. Many of them have lost family members. Most of them have lost everything," he said.

Turkey, Lebanon, Jordan, Iraq and Egypt have been flooded with the bulk of the refugees.

The United Nations says nearly 70,000 people have died during the revolt against Syrian President Bashar al-Assad, which began two years ago with peaceful protests but turned violent when Assad's forces tried to crush the demonstrations.

U.N. aid chief Valerie Amos, who also briefed the Security Council, appealed for countries that pledged money at a January 30 donor conference in Kuwait to pay up. She said only $200 million of the more than $1.5 billion pledged had been received so far.

"This is a crisis that is completely stretching our capacity," Amos told reporters. "I am extremely concerned by the rising costs of this. We asked for $1.5 billion for our response for the next six months. Those figures are already out of date."

"The first two months of this year have been a real game-changer," she said. "It demands more of us ... but even with us working full-tilt, the scale is outpacing whatever we do on the response side."

Zainab Hawa Bangura, the special representative of U.N. Secretary-General Ban Ki-moon on sexual violence in conflict, said there had been systematic use of sexual violence in Syria, but added that her agency could not get information from most of the areas controlled by armed opposition groups.

"Sexual violence against women, against men, against boys and girls, it's widespread," she told reporters after briefing the council. "Sexual violence, especially against men and boys, it's a way of soliciting information when people detained."

She said victims who had been detained by the government had told U.N. agencies that sexual violence was used as "a technique to get information."

Syria's U.N. ambassador, Bashar Ja'afari, said the Syrian government would ensure that the perpetrators of sexual crimes would face justice. He also described the pledging conference as a "humanitarian bazaar" for Gulf states to show off to the media "that they care a lot about the dramatic situation of Syrian refugees."

The Security Council has been deadlocked on Syria since 2011 over Russia and China's refusal to consider sanctions against Assad's government. They have vetoed three resolutions condemning Assad's attempts to crush the revolt.

Senate Democrats, GOP to stage votes on rival cuts

WASHINGTON (AP) ? Across-the-board spending cuts all but certain, Republicans and Democrats in the Senate are staging a politically charged showdown designed to avoid public blame for any resulting inconvenience or disruption in government services.

The two parties drafted alternative measures to replace the cuts, but officials conceded in advance the rival measures were doomed.

At the White House, President Barack Obama invited congressional leaders to discuss the issue with him on Friday ? deadline day for averting the cuts, which would slash $85 billion from the military and domestic programs alike.

Democrats controlling the Senate are pushing a $110 billion plan that would block the cuts through the end of the year. They would carve 5 percent from domestic agencies and 8 percent from the Pentagon but would leave several major programs alone, including Social Security, Medicaid and food stamps, while limiting the cuts to Medicare to a 2 percent reduction to health care providers like doctors and hospitals.

The Democratic plan proposes $27.5 billion in future-year cuts in defense spending, elimination of a program of direct payments to certain farmers, and a minimum tax rate on income exceeding $1 million as the main elements of an alternative to the immediate and bruising automatic cuts, known in Washington-speak as a "sequester."

Republicans were sure to kill the Democratic alternative with a filibuster. They were poised to offer an alternative of their own that would give Obama the authority to propose a rewrite to the 2013 budget to redistribute the cuts. Obama would be unable to cut defense by more than the $43 billion reduction that the Pentagon faces and would be unable to raise taxes to undo the cuts.

The idea is that money could be transferred from lower-priority accounts to accounts funding air traffic control or meat inspection. The White House says such moves would offer only slight relief, but they could take pressure off Congress to address the sequester.

Democrats are sure to vote the GOP measure down. Both the House and the Senate are set to send their members home Thursday afternoon, even as the deadline to avoid the cuts looms the next day. Though bound to fail, the rival votes will allow both sides to claim they tried to address the cuts even as they leave them in place and exit Washington for a long weekend.

Obama on Wednesday summoned top congressional leaders for a White House meeting on Friday. Given longstanding, intractable differences over Obama's insistence that new tax revenues help replace the cuts, the meeting was not expected to produce a breakthrough.

Another topic for Friday's discussion is how to avoid Washington's next crisis, which threatens a government shutdown after March 27, when a six-month spending bill enacted last year expires.

Republicans are planning for a vote next week on a bill to fund the day-to-day operations of the government through the Sept. 30 end of the 2013 fiscal year, while keeping in place the $85 billion in automatic cuts.

The need to keep the government's doors open and lights on ? or else suffer the first government shutdown since 1996 ? requires the GOP-dominated House and the Democratic-controlled Senate to agree. Right now they hardly see eye to eye.

The House GOP plan, unveiled to the rank and file Wednesday, would award the Pentagon and the Veterans Affairs Department with their line-by-line budgets, for a more-targeted rather than indiscriminate batch of military cuts.

But it would deny domestic agencies the same treatment, which has whipped up opposition from veteran Democratic senators on the Appropriations Committee. Domestic agencies would see their budgets frozen, which would mean no money for new initiatives such as cybersecurity or for routine increases for programs such as low-income housing.

"We're not going to do that," said Sen. Tom Harkin, D-Iowa. "Of course not."

By freezing budgets for domestic agencies, the Republican plan would also deny additional money to modernize the U.S. nuclear arsenal and to build new Coast Guard cutters. GOP initiatives such as more money for the Small Business Administration or fossil fuels research would be hurt as well, but there's little appetite for the alternative, which is to stack more than $1 trillion worth of spending bills together for a single up-or-down vote.

The GOP move to add the line-by-line spending bills for the Pentagon and veterans programs to the catchall spending bill would give the military much-sought increases for force readiness and the VA additional funding for health care.

But that approach has few fans in the White House, which is seeking money to implement Obama's signature efforts to overhaul financial regulation and the nation's health care system, or the Democratic Senate, where veteran members of the Appropriations Committee want to add a stack of bills covering domestic priorities like homeland security, NASA and federal law enforcement agencies like the FBI.

"You need balance," said Sen. Chuck Schumer, D-N.Y. "We feel as strongly about the domestic side as we do defense."

Progress at Iran nuke talks?

ALMATY (Reuters) - Major powers on Tuesday offered Iran limited sanctions relief in return for a halt to the most controversial part of its nuclear program, and Iran promised to respond with a proposal on the same scale.

The talks in Kazakhstan were the first in eight months between Iran and the five permanent members of the U.N. Security Council plus Germany - the "P5+1" - on a decade-old dispute that threatens to trigger another war in the Middle East.

Iran has used the time since the last meeting in June to further expand activity that the West suspects is aimed at enabling it to build a nuclear bomb, something that Israel has suggested it will prevent by force if diplomacy fails.

The two-day negotiations in the city of Almaty follow inconclusive meetings last year in Istanbul, Baghdad and Moscow.

U.S. Secretary of State John Kerry said in Berlin that he hoped Iran "will make its choice to move down the path of a diplomatic solution".

A Western official who declined to be named said the talks had been "useful" and confirmed they would continue on Wednesday as scheduled.

But with the Islamic Republic's political elite preoccupied with worsening infighting before a presidential election in June, few believe the meeting will yield a quick breakthrough.

"It is clear that nobody expects to come from Almaty with a fully done deal," said a spokesman for the European Union's foreign policy chief Catherine Ashton, who oversees contacts with Iran on behalf of world powers.

OFFER PRESENTED

A U.S. official said on Monday that the powers' offer to Iran - an updated version of one rejected by Iran last year - would take into account its recent nuclear advances, but also take "some steps in the sanctions arena".

This would address some of Iran's concerns but not meet its demand that all sanctions be lifted, the official said.

A Western official later said the powers had formally presented the offer during Tuesday's talks but gave no details.

In Almaty, a source close to the Iranian negotiators told reporters: "Depending on what proposal we receive from the other side we will present our own proposal of the same weight. The continuation of talks depends on how this exchange of proposals goes forward."

Iranian media also said the talks would continue, without saying whether the Iranian proposal had been presented.

At best, diplomats and analysts say, Iran will take the joint offer from the United States, Russia, France, Germany, Britain and China seriously and agree to hold further talks soon on practical steps to ease the tension.

"We are looking for flexibility from the Iranians," said Ashton's spokesman, Michael Mann.

But Iran, whose chief negotiator Saeed Jalili is close to Supreme Leader Ayatollah Ali Khamenei and is a veteran of Iran's 1980s war against Iraq and the Western powers that backed it, has shown no sign of willingness to scale back its nuclear work.

It argues that has a sovereign right to carry out nuclear enrichment for peaceful energy purposes, and in particular refuses to close its underground Fordow enrichment plant, a condition the powers have set for any sanctions relief.

FASTER ENRICHMENT

A U.N. nuclear watchdog report last week said Iran was for the first time installing advanced centrifuges that would allow it to significantly speed up its enrichment of uranium, which can have both civilian and military purposes.

Tightening Western sanctions on Iran over the last 14 months are hurting Iran's economy and slashing oil revenue. Its currency has more than halved in value, which in turn has pushed up inflation.

The central bank governor was quoted on Monday as saying Iran's inflation was likely to top 30 percent in coming weeks as the sanctions contribute to shortages and stockpiling.

But analysts say the sanctions are not close to having the crippling effect envisaged by Washington and - so far at least - they have not prompted a change in Iran's nuclear course.

Western officials said the powers' offer would include an easing of restrictions on trade in gold and other precious metals if Tehran closes Fordow.

The facility is used for enriching uranium to 20 percent fissile purity, a short technical step from weapons-grade.

The web-based news site Al Monitor said on Tuesday that the big powers' offer could also include some relief for the petrochemical industry and in banking. Officials present in Almaty declined to comment on the report.

The stakes are high with Israel, assumed to be the only nuclear-armed power in the Middle East, hinting strongly at military action and Iran pledging to hit back hard if attacked.

Western officials acknowledge an easing of U.S. and European sanctions on trade in gold represents a relatively modest step. But gold could be used as part of barter transactions that might allow Iran to circumvent financial sanctions.

Iran's Foreign Ministry spokesman last week dismissed the reported incentive as insufficient and a senior Iranian lawmaker has ruled out closing Fordow, close to the holy city of Qom.

CAPE CANAVERAL, Fla. (AP) ? "Star Trek" fans, rejoice.

An online vote to name Pluto's two newest, itty-bitty moons is over. And No. 1 is Vulcan, a name suggested by actor William Shatner, who played Capt. Kirk in the original "Star Trek" TV series.

Vulcan snared nearly 200,000 votes among the more than 450,000 cast during the two-week contest, which ended Monday. In second place with nearly 100,000 votes was Cerberus, the three-headed dog that guarded the gates of the underworld.

Vulcan was the Roman god of lava and smoke, and the nephew of Pluto. Vulcan was also the home planet of the pointy-eared humanoids in the "Star Trek" shows. Think Mr. Spock.

"174,062 votes and Vulcan came out on top of the voting for the naming of Pluto's moons. Thank you to all who voted!" Shatner said in a tweet once the tally was complete.

Actor Leonard Nimoy, who portrayed the reason- and logic-based Spock, had this to say in an email to The Associated Press: "If my people were emotional they would say they are pleased."

Don't assume Vulcan and Cerberus are shoo-ins, though, for the two tiny moons discovered over the past two years with the Hubble Space Telescope.

The contest was conducted by SETI Institute in Mountain View, Calif., the research base for the primary moon hunter. The 10 astronomers who made the discoveries will take the voting results into account, as they come up with what they consider to be the two best names.

The International Astronomical Union has the final say, and it could be another month or two before an edict is forthcoming. Now known as P4 and P5, the moons are 15 to 20 miles across.

The leader of the teams that discovered the mini-moons, Mark Showalter said Monday he is leaning toward the popular vote.

But Showalter pointed out that asteroids thought to orbit close to the sun are called vulcanoids, and there could be some confusion if a moon of Pluto were to be named Vulcan. Vulcan, in fact, was the name given in the 19th century to a possible planet believed to orbit even closer to the sun than Mercury; no such planet ever was found.

What's more, Showalter said in a phone interview, Vulcan is associated with lava and volcanoes, while distant Pluto is anything but hot.

As for Cerberus, an asteroid already bears that name, so maybe the Greek version, Kerberos, would suffice, said Showalter, a senior research scientist at SETI's Carl Sagan Center.

Styx landed in No. 3 position with nearly 88,000 votes. That's the river to the underworld.

Pluto's three bigger moons are Charon, Nix and Hydra.

To be considered, the potential names for the two mini-moons also had to come from Greek or Roman mythology, and deal with the underworld. Twenty-one choices were available at the website http://www.plutorocks.com when voting ended Monday. Of those, nine were write-in candidates suggested by the public, including Shatner's entry for Vulcan.

Shatner's second choice for a name, Romulus, did not make the cut. That's because an asteroid already has a moon by that name ? along with a moon named Remus.

And forget the Disney connection.

"We love Mickey, Minnie and Goofy, too," Showalter informed voters a few days into the voting. "However, these are not valid names for astronomical objects. Sorry."

Altogether, 30,000 write-in candidate names poured in.

Showalter said he will keep the list handy as more moons undoubtedly pop up around Pluto once NASA's New Horizons spacecraft arrives in 2015. It will be the first robotic flyby ever of the planetoid, or dwarf planet near the outer fringes of the solar system.

"I have learned not to underestimate Pluto," Showalter wrote on the website. With so many good names available, "Pluto needs more moons!"

When Nintendo's Wii Mini landed in Canada, as far as we were concerned, the land of Due South was welcome to it. After all, the company had robbed the budget model of its internet connectivity, backwards compatibility and its, you know, charm. Unfortunately, Nintendo now feels that the UK deserves its own opportunity to be underwhelmed by the hardware, and so will launch the system in Blighty on March 22nd. Naturally, there's no word yet on pricing, but we'd get even tetchier if Nintendo tried to price it over, say, £70.

AUGUSTA, Ga. Dr. Jatinder Bhatia, Chief of the Section of Neonatology in the Department of Pediatrics at the Medical College of Georgia at Georgia Regents University, received the Founder's Award for his research achievements and contributions to the Southern Society for Pediatric Research.

Bhatia, who also directs the MCG Fellowship Program in Neonatal-Perinatal Medicine, was honored Feb. 22 during the Southern Regional Meetings in New Orleans sponsored by the Southern Society for Pediatric Research and five other professional societies.

Bhatia also has been named an Honorary Fellow by the Philippine Pediatric Society of Newborn Medicine, a subspecialty society of the Philippine Pediatric Society.

His service to the Southern Society for Pediatric Research dates back to a 1995 term on its Council. He subsequently served terms as Secretary-Treasurer, President-Elect and President. Bhatia also has served on the society's Clinical Young Investigator Awards Committee.

Bhatia has served as an honorary consultant to the Division of Neonatology at The Philippine Children's Medical Center for more than 15 years, was named an honorary member of the Perinatal Association of the Philippines, Inc. in 2010 and has been honored by The Philippine Pediatric Society.

He is Chair of the American Academy of Pediatrics Committee on Nutrition, serves as the committee's liaison to the academy's Section on Breast Feeding and is the academy's representative to the National Dairy Council Advisory Board. He has served as Chair of the Committee on Fetus and Newborn of the Georgia Chapter of the American Academy of Pediatrics since 1996.

Investors face yet another Washington deadline

U.S. investors face another Washington-imposed deadline on government spending cuts next week, but it's not generating the same level of fear as two months ago when the "fiscal cliff" loomed large.

Investors in sectors most likely to be affected by the cuts, like defense, seem untroubled that the budget talks could send stocks tumbling.

Talks on the U.S. budget crisis began again this week leading up to the March 1 deadline for the so-called sequestration when $85 billion in automatic federal spending cuts are scheduled to take effect.

"It's at this point a political hot button in Washington but a very low level investor concern," said Fred Dickson, chief market strategist at D.A. Davidson & Co. in Lake Oswego, Oregon. The fight pits President Barack Obama and fellow Democrats against congressional Republicans.

Stocks rallied in early January after a compromise temporarily avoided the fiscal cliff, and the Standard & Poor's 500 index has risen 6.3 percent since the start of the year.

But the benchmark index lost steam this week, posting its first week of losses since the start of the year. Minutes on Wednesday from the last Federal Reserve meeting, which suggested the central bank may slow or stop its stimulus policy sooner than expected, provided the catalyst.

National elections in Italy on Sunday and Monday could also add to investor concern. Most investors expect a government headed by Pier Luigi Bersani to win and continue with reforms to tackle Italy's debt problems. However, a resurgence by former leader Silvio Berlusconi has raised doubts.

"Europe has been in the last six months less of a topic for the stock market, but the problems haven't gone away. This may bring back investor attention to that," said Kim Forrest, senior equity research analyst at Fort Pitt Capital Group in Pittsburgh.

The spending cuts, if they go ahead, could hit the defense industry particularly hard.

Yet in the options market, bulls were targeting gains in Lockheed Martin Corp , the Pentagon's biggest supplier.

Calls on the stock far outpaced puts, suggesting that many investors anticipate the stock to move higher. Overall options volume on the stock was 2.8 times the daily average with 17,000 calls and 3,360 puts traded, according to options analytics firm Trade Alert.

"The upside call buying in Lockheed solidifies the idea that option investors are not pricing in a lot of downside risk in most defense stocks from the likely impact of sequestration," said Jared Woodard, a founder of research and advisory firm condoroptions.com in Forest, Virginia.

The stock ended up 0.6 percent at $88.12 on Friday.

If lawmakers fail to reach an agreement on reducing the U.S. budget deficit in the next few days, a sequester would include significant cuts in defense spending. Companies such as General Dynamics Corp and Smith & Wesson Holding Corp could be affected.

General Dynamics Corp shares rose 1.2 percent to $67.32 and Smith & Wesson added 4.6 percent to $9.18 on Friday.

The latest data on fourth-quarter U.S. gross domestic product is expected on Thursday, and some analysts predict an upward revision following trade data that showed America's deficit shrank in December to its narrowest in nearly three years.

U.S. GDP unexpectedly contracted in the fourth quarter, according to an earlier government estimate, but analysts said there was no reason for panic, given that consumer spending and business investment picked up.

Investors will be looking for any hints of changes in the Fed's policy of monetary easing when Fed Chairman Ben Bernake speaks before congressional committees on Tuesday and Wednesday.

Shares of Apple will be watched closely next week when the company's annual stockholders' meeting is held.

On Friday, a U.S. judge handed outspoken hedge fund manager David Einhorn a victory in his battle with the iPhone maker, blocking the company from moving forward with a shareholder vote on a controversial proposal to limit the company's ability to issue preferred stock.

Hayes called Scott?s shift a politically ?cowardly? decision.

Kirsten Powers argued it is a striking example of the limits of Republican opposition to health care. She said that there has been no real alternative plan offered concerning how to provide health care to poor people. Baier pointed out that the Medicaid expansion was rejected in far more states than it has been accepted in. Krauthammer responded to Powers? point by saying the health care law goes even further in expanding Medicaid to people who are above the poverty line.

Krauthammer then defended Scott?s actions as ?honorable? after his long opposition to the health care law, in spite of personally believing the Medicaid provision in the law is too expansive, and clarified that despite his defense he still believes it to be ?insolvent? and ?a terrible idea.? Powers said that at least Scott is accepting reality and not just pretending that poor people will ?disappear? and solve the problem.

Scientists make older adults less forgetful in memory tests

Feb. 21, 2013 ? Scientists at Baycrest Health Sciences' Rotman Research Institute (RRI) and the University of Toronto's Psychology Department have found compelling evidence that older adults can eliminate forgetfulness and perform as well as younger adults on memory tests.

Scientists used a distraction learning strategy to help older adults overcome age-related forgetting and boost their performance to that of younger adults. Distraction learning sounds like an oxymoron, but a growing body of science is showing that older brains are adept at processing irrelevant and relevant information in the environment, without conscious effort, to aid memory performance.

"Older brains may be be doing something very adaptive with distraction to compensate for weakening memory," said Ren?e Biss, lead investigator and PhD student. "In our study we asked whether distraction can be used to foster memory-boosting rehearsal for older adults. The answer is yes!"

"To eliminate age-related forgetfulness across three consecutive memory experiments and help older adults perform like younger adults is dramatic and to our knowledge a totally unique finding," said Lynn Hasher, senior scientist on the study and a leading authority in attention and inhibitory functioning in younger and older adults. "Poor regulation of attention by older adults may actually have some benefits for memory."

The findings, published online February 21 in Psychological Science, ahead of print publication, have intriguing implications for designing learning strategies for the mature, older student and equipping senior-housing with relevant visual distraction cues throughout the living environment that would serve as rehearsal opportunities to remember things like an upcoming appointment or medications to take, even if the cues aren't consciously paid attention to.

The study

In three experiments, healthy younger adults recruited from the University of Toronto (aged 17- 27) and healthy older adults from the community (aged 60 -- 78) were asked to study and recall a list of words after a short delay and again, on a surprise test, after a 15-minute delay.

During the delay period, half of the studied words occurred again as distraction while people were doing a very simple attention task on pictures. Although repeating words as distracters had no impact on the memory performance of young adults, it boosted older adults' memory for those words by 30% relative to words that had not repeated as distraction.

"Our findings point to exciting possibilities for using strategically-placed relevant distraction as memory aids for older adults -- whether it's in classroom, at home or in a long term care environment," said Biss.

While older adults are watching television or playing a game on a tablet, boosting memory for goals (such as remembering to make a phone call or send a holiday card) could be accomplished by something as simple as running a stream of target information across the bottom of their tablet or TV.

The study was supported by a grant from the Canadian Institutes of Health Research and the Natural Sciences and Engineering Research Council of Canada.

Its members are renowned scholars and academics from various countries of Europe, seeking to promote their views of the overall public interest.

The Society is not funded by, nor has been instructed by any particular stakeholders.

The ECS wishes to take the opportunity to put on record its views of the issues before the Court in Case C-466/12, Svensson. The importance of this particular reference should be evident to the Court. Although hyperlinking takes many forms and has multiple functions, there can be no doubt that it is the single most important feature that differentiates the Internet from other forms of cultural production and dissemination. Hyperlinking is intimately bound to the conception of the Internet as a network, and hyperlinks constitute paths leading users from one location to another.? As the Supreme Court of Canada has stated ?[h]yperlinks ? are an indispensable part of [the Internet?s] operation.?[1]

The legal regulation of hyperlinking thus carries with it enormous capacity to interfere with the operation of the Internet, and therefore with access to information, freedom of expression, freedom to conduct business,[2] as well ? of course ? with business ventures that depend on these types of linkages. Europe has developed a significant sector of SMEs, many of whose web operations depend on the use and provision of links. The Court must not under-estimate the importance of its ruling in this case.[3]

As Tim-Berners Lee, who is regularly accredited as being an inventor of the World Wide Web , explains a link is nothing more than a reference or footnote, and that the ability to refer to a document is a fundamental right of free speech.[4]

In a similar vein, US Law Professor Jessica Litman states, Digital Copyright: Revising Copyright Law for the Information Age (New York, Prometheus Books, 2001), at 183:

?? the public has always had, and should have, a right to cite. Referring to a copyrighted work without authorization has been and should be legal. Referring to an infringing work is similarly legitimate ?
