Senate's "fiscal cliff" bill adds $4 trillion to deficits: CBO

WASHINGTON (Reuters) - The Congressional Budget Office on Tuesday said Senate-passed legislation to avert the "fiscal cliff" would add nearly $4 trillion to federal deficits over a decade, largely because it would extend low tax rates for almost all Americans.

The congressional scorekeeper's analysis was released as a number of Republicans in the House of Representatives voiced opposition to the bill, and considered amending it with deeper spending cuts.

House Majority Leader Eric Cantor and others complained the bill's spending cuts would do little to curb trillion-dollar deficits.

Senate-passed plan extends decade-old Bush-era tax rates for individuals earning up to $400,000 and couples earning up to $450,000 - nearly 99 percent of U.S. taxpayers.

But the non-partisan CBO compared the Senate plan's revenue and expenditure changes to laws that are currently in force, which call for $600 billion in tax hikes and automatic spending cuts in 2013 alone - effectively a dive off the fiscal cliff.

With Congress feverishly working to avoid the fiscal cliff in recent weeks, many Washington policymakers had viewed the current-law budget "baseline" as unlikely to be maintained.

Compared to an alternative CBO scenario in which Congress extends all expiring tax provisions and turns off automatic spending cuts slated to start taking effect this week, the Senate plan achieves minimal deficit reduction in the early years.

Over 10 years, deficits under the Senate plan would be $3.75 trillion less than permanently extending all of the tax and spending policies in the alternative scenario. That is largely because the CBO expects that remaining on an unsustainable fiscal path would severely constrict economic growth later in the decade, holding back revenue growth and keeping outlays higher.

FISCAL 2013 EFFECTS

By going over the fiscal cliff, the CBO had previously forecast that the higher taxes and lower spending would slash the fiscal 2013 U.S. budget deficit by more than half, to $641 billion from $1.1 trillion the prior year.

But in its analysis of the Senate-passed plan, the CBO said fiscal 2013 revenues would be $280 billion lower and spending $50 billion higher, resulting in a $330 billion deficit increase, for a total deficit of around $971 billion.

Under the CBO's keep-taxes-unchanged scenario, the deficit would be $1.04 trillion for fiscal 2013.

None of the CBO's analyses takes into consideration possible future spending cuts and reforms to federal health care and retirement programs that Congress might make in a new budget battle emerging around mid-February over the next increase in the U.S. debt limit.

Planets and their sun grow together

Radio telescopes reveal how nascent bodies funnel gas to their parent star

By Alexandra Witze

A TWIST ON STARS

In this illustration, gaseous streams spiral in from a disk surrounding the young star HD 142527. Two protoplanets (seen as tiny knots within the streams) may be funneling the gas inwards to the star.

Some 450 light-years from Earth, embryonic planets may be feeding tendrils of gas to the newborn star they orbit. The discovery helps explain how a young star can grow even as budding planets suck up much of the gas and dust around it. Without the tendrils replenishing it, the star?s supply of gas would disappear in less than a year.

Jupiter and Saturn may have done something similar for the sun in its early days, 4.5 billion years ago. ?This is one of the nearest examples of the birth of a solar system,? says Simon Casassus, an astronomer at the University of Chile. He and his colleagues describe the finding online January 2 in Nature.

The star in question is named HD 142527, in the southern constellation Lupus. It?s about twice the mass of the sun but far younger, only about 2 million years old. Astronomers knew it was surrounded by a swirling disk of gas and dust, which has a big clearing in it from about 10 times to 140 times the Earth-sun distance. They think a big budding planet ? something like Jupiter in its very early days ? might orbit its star at about 90 times the Earth-sun distance, clearing out a gap like a snowplow shoveling roads.

Casassus? team looked at this gap using the ALMA array of radio telescopes in Chile, which can detect faint emissions from gases such as carbon monoxide. The team found some of this gas drifting through the gap ? probably leftover stuff that the protoplanet hadn?t cleared away, Casassus says.

More intriguingly, denser gas formed several filaments stretching across the gap. These streamers are almost certainly guided and shaped by protoplanets embedded within them, Casassus says.

The filaments are faint, says University of Hawaii astronomer Jonathan Williams, but ?my gut reaction is that their interpretation is probably correct and that this is an exciting result.?

Simulations of how the gas might flow suggest not one but at least two big protoplanets surround the star. One, of around 10 Jupiter masses, probably orbits at the expected 90 times the Earth-sun distance. A second, of around 4 Jupiter masses, may orbit closer in, at around 40 times the Earth-sun distance. ?At this point, we can?t tell how many objects orbit the star,? cautions Sally Dodson-Robinson, an astronomer at the University of Texas at Austin.

Astronomers haven?t yet directly spotted any protoplanets around HD 142527, but they keep looking. The Nature paper relies on one hour?s worth of observations from ALMA; Casassus has six more hours of data that should be arriving on his desk within the next few weeks. ?There?s lots more to come,? he says.

Georgia Tech beats Southern California in Sun Bowl

EL PASO, Texas (AP) ? Southern California was ranked No. 1 at the beginning of the season, and Matt Barkley was a strong contender for the Heisman Trophy. The year ended with Barkley on the sideline as the Trojans lost to Georgia Tech in the Sun Bowl.

Tevin Washington threw a touchdown pass and ran for another score to lead the Yellow Jackets to a 21-7 victory on Monday in front of a crowd of 47,922 at Sun Bowl Stadium.

"It was a really surprising day," Southern California coach Lane Kiffin said. "Coming down and turning the ball over, and with third-down efficiency, we really found no rhythm on offense. I thought we'd play much better on offense today. The storyline really came down to our inefficiency on offense, and obviously it starts with the head coach."

USC (7-6) became the first preseason No. 1 team to lose six games. It's also all but assured of becoming the first school to enter the season on top of The Associated Press poll and finish unranked since Mississippi in 1964.

Washington's 1-yard touchdown run in the third made it 14-7, and he found Orwin Smith for a 17-yard touchdown pass in the fourth.

"I'm really proud of our football team," Georgia Tech coach Paul Johnson said. "I thought that they showed up and played with a lot of heart and a lot of determination, and I know Southern California has some really good football players. It was a hard-fought game."

Barkley, the first three-time captain in USC history, injured his right shoulder in a loss to UCLA and was not cleared to play his final college game. He clapped as the Trojans took the field for their first bowl game after a two-year NCAA ban.

Max Wittek tossed a 9-yard touchdown pass to Silas Redd in the second quarter, but also threw three interceptions. Redd added 88 yards rushing on 17 carries.

Talented receiver Robert Woods was limited to three receptions for 33 yards in what was likely his final college game. The junior said after the loss he plans to enter the NFL draft.

Kiffin said he took responsibility for the lost season.

"All of it," he said. "We can't be 7-6. That's not USC, and that's not our expectations. That's not why we came here. Obviously, we have some work here to get that fixed.

"Even if we'd won this game, we'd still be very disappointed in this season. It's well below our standards."

Asked if he thought the loss could cost him his job, Kiffin answered flatly, "No."

The Trojans struggled to contain Georgia Tech's triple-option attack. The Yellow Jackets (7-7) rushed for 294 yards on 63 carries while stopping a seven-bowl losing streak.

"I'm just glad we got the win," Washington said.

Tech's David Sims had 99 yards on 17 carries, but he got plenty of help. Zach Laskey added 60 yards on six carries, Vad Lee had 52 on 10 carries and Washington had 16 attempts for 46 yards for the No. 4 rushing team in the nation.

Sims also caught a 3-yard touchdown pass from Lee in the first quarter.

Lee and Washington combined to go just 5-for-10 passing, but two completions went for TDs passes and two more covered 26 and 49 yards, keying two of the team's scoring drives.

Tech used its two-quarterback attack masterfully, working them in and out of the lineup and playing to their strengths.

"I think both guys did some good things," Johnson said. "Vad hit some big plays and played well, and then in the second half we got kind of more geared into the run game and Tevin has a lot of experience and handled it really well."

High-powered USC finished with 10 first downs and eight punts as Georgia Tech shut down the Trojans' big-play threats all afternoon.

USC receiver Marqise Lee, who finished fourth in this year's Heisman voting, was held to six catches for 41 yards.

"To go out and perform the way we did today was a great feeling," said Yellow Jackets cornerback Rod Sweeting, who had an interception and was the game's MVP.

Wittek had four passes deflected at the line. His second interception came in the Tech end zone with 6:22 to go and the last came inside the Tech 10-yard line in the game's final minute. He was 14 for 37 for 107 yards.

"It was definitely our best game of the year (defensively)," said Johnson, whose team finished the regular season 6-7 after losing the ACC title game and needed an NCAA waiver to be eligible for bowl play.

Recycling and Composting Grants Awarded to Puerto Rico ...

Recycling and Composting Grants Awarded to Puerto Rico Communities

The EPA has awarded nearly $50,000 to two Puerto Rico organizations, Leaders of the World and the Scuba Dogs Society, to educate low-income communities about effective waste management, recycling and the negative effects of improper waste disposal on people?s health and water quality.

The two grants provided to Puerto Rico has been awarded under the EPA?s Environmental Justice Small Grants Program, which supports and empowers communities working on solutions to local environmental and public health issues.

?EPA environmental justice grants provide much needed funds to tackle local pollution problems in low income communities," said Judith A. Enck, EPA Regional Administrator. "Puerto Rico is facing a solid waste crisis. These grants will encourage community members to become active participants in efforts to reduce waste through waste reduction, recycling and composting.?

Using a $25,000 EPA environmental justice grant, Leaders for the World Inc. will educate young adults in San Juan?s Cantera Peninsula about the harmful effects that improper waste disposal has on the ecosystem of Cantera?s lagoon system and the local community. Leaders of the World will work with the community to monitor water quality, conserve and restore local wetlands and other areas of the ecosystem and prevent water pollution.

The Scuba Dogs Society, Inc. will use a $24,286 EPA environmental justice grant to educate residents of Loiza about the serious impacts of illegal dumping on nearby water bodies and the deficiencies of local waste management services. Through a hands-on educational program, workshops and direct assistance, the Scuba Dogs Society will work with Loiza residents, many of whom are subsistence fishers, to properly manage waste and to recycle. The program will also educate residents about the effect marine debris has on local waterways.

Life With Words

Life is what you see it like. If you think it is bed of roses or thorns, it depends upon your experience. We all have some aims and goals in our lives; we act accordingly and try to achieve them. We all picture life differently. Leaders see it differently, authors and poets have a different vision, and an ordinary man looks at it in a dissimilar way. Life is a teacher and we all learn something every day. Based on what we learn, we make directions and paths and eventually reach our goals. Many big personalities have said a lot about what life is for them, so let us ponder over the sayings of wise people and see how they understood life and its happiness.

1. "Learn as if you were going to live forever. Live as if you were going to die tomorrow." Mahatma Gandhi

2. "You should always learn, with life comes wisdom and with wisdom comes the courage to live your life selflessly. The more you learn about yourself and the experiences surrounding your life the more opportunities you have to make your life better and more fulfilling." Amy Candy

3. "Many of life's circumstances are created by three basic choices: the disciplines you choose to keep, the people you choose to be with; and, the laws you choose to obey." Charles Millhuff

4. "When you survive till the evening do not expect to live until the morning; and when you survive till the morning do not expect to live until the evening. While in good health (do good deeds) before you fall sick; and while you are alive (do good deeds) before death strikes." Ibn Umar

5. "Learn to get in touch with the silence within yourself and know that everything in this life has a purpose" Elisabeth Kubler-Ross

6. "Let us not look back in anger or forward in fear, but around in awareness." James Thurber

7. "There are so many nights as days, and one is just as long as the other in the year's course. Even a happy life cannot be without a measure of darkness and the word 'happy' would lose its meaning if it were not balanced by sadness." Carl Jung

8. "The best and most beautiful things in the world cannot be seen, nor touched, but are felt in the heart." Helen Keller

9. "Appreciation can make a day, even change a life. Your willingness to put it into words is all that is necessary." Margaret Cousins

10. "Finish each day and be done with it. You have done what you could; some blunders and absurdities have crept in; forget them as soon as you can. Tomorrow is a new day; you shall begin it serenely and with too high a spirit to be encumbered with your old nonsense." Ralph Waldo Emerson

11. "We make a living by what we get, but we make a life by what we give." Winston Churchill

12. "They say that time changes things, but you actually have to change them yourself." Andy Warhol

Here you'll find more intellectual quotes about life.
