Define your boundaries at work: work/life balance ? Business ...

While you may have to do some things you don?t love on the job, you shouldn?t have to continually operate outside your comfort zone, says Mike Figliuolo, author of One Piece of Paper: The Simple Approach to Powerful, Personal Leadership.

Try to establish a line that you won?t cross or allow others to cross with you. Since everyone?s line is different, the only way people will know about your line is to teach them about it and let them know your limits, within the boundaries of your boss/admin relationship.

First, define those limits. Figliuolo suggests you take some time to write down answers to these questions to help you out.

  • What kind of work is required for you to be happy with your job? Which specific tasks or activities do you find the most fulfilling?
  • What kind of work or tasks would you love to eliminate from your daily routine?
  • Which characteristics of your job would you like to maintain at all costs (e.g., flexibility, predictability, ambiguity, simplicity, complexity, independence)? In what kind of environment are you most productive?
  • What characteristics of your job would you like to eliminate (e.g., flexibility, complexity, etc.)? In which environments are you unproductive or unhappy?
  • How do you prefer your co-workers, bosses, and team members to interact with you? How do you prefer they not interact? What pet peeves do you have regarding how others treat you?
  • Do you know someone who has an outstanding balance of doing work they are thrilled with compared to work they do not enjoy? How do they achieve that mix? What can you change about your own approach to work to better emulate them?
  • Has there ever been a point in life where you had a good work/life balance? What were the circumstances surrounding that situation that made it work? ?? ??? ?

Video shows Calif. man's clumsy burglary attempt

(AP) ? Police in a far Northern California city are asking for the public's help in identifying the suspect in a botched burglary. But if the man is wearing the same bright pants and jacket seen in surveillance footage, they may not need it.

The video released Wednesday by Redding police shows the man walking up to a closed grocery store in the middle of the night and looking inside through its front window.

He walks away but quickly returns, his face covered with what appears to be a black stocking. He throws something at the window, cracking it.

The man then flees, tripping twice, once on a parking curb. He is wearing a brightly patterned jacket and pants.

Police say they responded to a burglary alarm at the grocery store at about 1 a.m. on March 5.

Despite threats, North Korea keeps border factories open

PAJU, South Korea (Reuters) - A heavily armed border crossing between North and South Korea that allows the North access to $2 billion in trade a year, one of its few avenues to foreign currency, remained open on Thursday despite Pyongyang's move to cut communications.

North Korea on Wednesday severed the last of three telephone hotlines with South Korea as it readied its troops to face what it believes to be "hostile" action from Seoul and Washington. The phone line is used to regulate access to the Kaesong industrial park on the North Korean side of the border as well as for military communications with the South.

Nearly 200 South Koreans and 166 vehicles carrying oil and materials drove into the park just inside the North early on Thursday after North Korean authorities used a separate phone line from the park's management office to allow access, South Korean officials said.

The North has already cut a direct hotline to U.S. military forces stationed in South Korea and a Red Cross line that had been used by the governments on both sides.

Severing hotlines is one of the least threatening but symbolic things Pyongyang can do to raise tensions and at the same time pressure Seoul and Washington to restart dialogue, said Yang Moo-jin of the University of North Korean Studies in Seoul.

North Korea periodically cuts the lines. Its latest moves follow U.N. sanctions imposed for its February 12 nuclear test and routine drills by South Korean and U.S. forces. Pyongyang has also scrapped an armistice that ended the 1950-53 Korean War.

"What else can they do? Actually start a war?" said Yang.

"Not answering the phone and saying the armistice is not valid any more, that's what they can do and they've done this before."

NORTH STILL ACCEPTING US DOLLARS

Workers and traders crossing the world's most heavily militarized border made sure they had U.S. dollar bills for the trip, some borrowing from a co-worker so they had enough of the zone's officially accepted currency.

Pyongyang's rhetoric against Washington including a vow to attack its military bases in the Pacific and to stage a nuclear strike has not yet extended to its willingness to accept dollars, which South Koreans said they had to use to buy cigarettes and other goods in the zone.

"I am a bit nervous but it looked the same as before when I went in there yesterday," truck driver Park Chul-hee, 44, told Reuters outside the Paju customs office. North Korean soldiers in and around Kaesong had been wearing combat fatigues recently, he added.

The North-South military hotline was used on a daily basis to process South Koreans and vehicles across the border and in and out of the Kaesong project, where 123 South Korean firms employ more than 50,000 North Koreans to make household goods.

About 120 South Koreans remain in the park on an average day. The presence of South Koreans at Kaesong poses a potentially serious political risk for Seoul given they could be trapped if Pyongyang sealed the border.

The first of the 511 people and 398 vehicles who were scheduled to return from the zone on Thursday began crossing the border into the South, indicating the crossing was operating normally in both directions.

"I think the third nuclear test is the last tipping point. I was worried so I came out," said one South Korean who has been running a factory in Kaesong for six years and who requested anonymity due to the sensitivity of the issue.

Few people believe the North will shut down the project.

The $2 billion a year it generates reduces Pyongyang's dependency on China, which accounted for almost $6 billion in trade in 2012, according to South Korean government estimates.

Kaesong also generates more than $80 million a year in cash in wages. This is paid to the state rather than to workers.

In Iowa, a GOP governor charts a different course

DES MOINES, Iowa (AP) -- As his Republican peers in other states search for ways to cut public school funding, Iowa Gov. Terry Branstad is charting a different course. He's doubling down on education.

Branstad, who was elected in 2010 as part of a resurgent GOP, has made proposals many Republicans would sneer at: raising minimum teacher salaries and offering incentive pay for teachers who take on more responsibilities ? all by tapping $187 million in new school funding.

It's an approach that reflects the lives of Iowa families, who send nearly all of their children to public schools and have felt deeply connected to local districts for generations.

"Ninety-eight percent of the kids in Iowa go to public schools. I went to public school and got a great education," said Branstad, who likes to note that his daughter is a teacher. "I'm very willing to invest more resources, but I want to invest in an intelligent way."

Branstad is pursuing his agenda at a time when other Republican governors are focused on slashing education funding, limiting teachers' power and offering more options for students to attend private institutions.

Last summer, New Jersey Gov. Chris Christie won passage of a plan to make it harder for teachers to get tenure and easier to strip it away. Indiana Gov. Mike Pence supports expanding an already extensive voucher program. And Wisconsin Gov. Scott Walker wants to expand vouchers and freeze school spending.

While Branstad has proposed some of those ideas in the past, his education policies have generally been more moderate. His positions are borne out of both principle and pragmatism. With a split legislature ? Republicans control the Iowa House and Democrats the Senate ? he must propose a plan that has widespread appeal.

Iowa also is different from other states. The state identifies strongly with its small-town roots. Its 351 school districts enroll about 476,000 students, compared with roughly 32,000 who attend private schools. Nationally a higher percentage of students attend private school, with an estimated 49.6 million kids in public school and 5.3 million in private, according to the U.S. Department of Education.

Iowa does not have a voucher program for private school tuition, and the state has just three charter schools.

Branstad is seeking changes because Iowa schools are slipping. Twenty years ago, the state had some of the top standardized-test scores in the nation, but its ranking has fallen steadily to the middle of the pack. The governor and top aides have spent years researching new programs with input from education advocates.

"I think we have to do something different," said Davius Eidhal, superintendent of the Ottumwa Community School District. "I understand and appreciate the thinking outside the box. In Iowa, we pride ourselves on education."

Under Branstad's plan, minimum teacher pay would rise from $28,000 to $35,000, and senior teachers who take on leadership roles such as mentoring could get annual bonuses ranging from $2,000 to $10,000.

In the rural Maquoketa district, Branstad's plan could lift starting salaries well above the current level of about $30,700.

"Hopefully, it will attract more people to the profession," Superintendent Kim Huckstadt said. "Anything we can do to improve the compensation is a positive."

However, some district administrators have raised concerns that the plan won't provide enough funding to make all the changes, especially in districts with smaller budgets and fewer students. And the governor has faced criticism from education advocates for announcing that he would not determine a general funding increase for schools until after his plan was approved.

Without extra money, school administrators have said, districts that have endured several lean years might have to make cuts because of rising costs.

"I think the focus on specific programs can be a great benefit for us, and we welcome that focus," said Dave Benson, superintendent of the Cedar Rapids district, the state's second-largest. "At the same time, we need general revenue to pay for our programs."

Last year, the governor pitched a plan that included tougher hiring standards for teachers, new testing for students and a requirement that third-graders demonstrate reading proficiency before being promoted. It also included provisions to make it easier to create charter schools and to make seniority a "minor factor" in layoffs.

In the end, the Legislature approved a bill that included peer reviews for teachers and a provision to let parents choose whether a third-grader who fails to meet reading standards is held back or attends an intensive summer reading program to catch up.

Branstad praised the work of Republican governors in other states, noting efforts in New Jersey and other states to increase "accountability." He said the divided General Assembly doesn't "limit his scope" and that he won't sign on to Democratic proposals that don't tie dollars to results.

A.J. Spiker, chairman of the Republican Party of Iowa, declined to speak about the specifics of Branstad's proposal but praised a Republican amendment to the House version of the bill, which would remove state oversight of homeschooling and would allow private schools to be accredited by agencies other than the state.

"Home schooling and private schooling have been proven time and time again to be a very superior form of schooling," Spiker said.

The governor's proposal is currently under review in the Legislature, where the House has approved a version that lowers the minimum salary to $32,000 and makes the changes optional. The Democratic-majority Senate approved a beefed-up version of the plan, with additional funding for schools.

"He's not been a barn burner," said Russ Whitehurst, director of the Brown Center on Education Policy at the Brookings Institution. "In the other states, the rhetoric is about student test scores and getting rid of bad teachers."

In Iowa, Branstad said, he's willing to spend money on public education. "But I want things that are going to improve student achievement."

Simulations uncover obstacle to harnessing laser-driven fusion

A once-promising approach for using next-generation, ultra-intense lasers to help deliver commercially viable fusion energy has been brought into serious question by new experimental results and first-of-a-kind simulations of laser-plasma interaction.

Researchers at The Ohio State University are evaluating a two-stage process in which a pellet of fusion fuel is first crushed by lasers on all sides, shrinking the pellet to dozens of times its original size, followed by an ultra-intense burst of laser light to ignite a chain reaction. This two-stage approach is called Fast Ignition, and there are a few variants on the theme. In a recent paper, the Ohio State research group considered the long-discussed possibility of using a hollow cone to maintain a channel for the ultra-intense "ignitor pulse" to focus laser energy on the compressed pellet core. Drawing on both experimental results from studies at the Titan Laser at Lawrence Livermore National Laboratory in California, and massively-parallel computer simulations of the laser-target interaction performed at the Ohio Supercomputer Center (OSC) in Columbus, Ohio, the research team found compelling evidence that the cone-guided approach to Fast Ignition has a serious flaw.

"In the history of fusion research, two-steps-forward and one-step-back stories are a common theme," said Chris Orban, Ph.D., a researcher of the High Energy Density Physics research group at Ohio State and the lead theorist on the project. "But sometimes progress is about seeing what's not going to work, just as much as it is looking forward to the next big idea."

Since the ultra-intense pulse delivers energy to the fuel through relativistic electrons accelerated by the laser interaction, the Ohio State study focused on the coupling of the laser light to electrons and the propagation of those electrons through the cone target. Rather than investigating how the interaction would work on a high-demand, high-cost facility like the National Ignition Facility (NIF), which is also based at Lawrence Livermore National Laboratory and one of the largest scientific operations in the world, the researchers considered experiments just across from NIF at the Titan laser, which is much smaller and easily accessible.

Despite its size and despite having lower total energy, for a brief moment the Titan laser is many thousands of times more intense than NIF, which makes it a decent stand-in as a second-stage ignitor pulse. The OSU-led experimental team focused the Titan pulse on hollow cone targets attached at the tip to copper wires and observed the burst of X-ray photons coming from the copper as a measure of the laser energy to relativistic electron conversion efficiency.

The X-ray signal was much lower from the hollow cones with thicker cone walls. "This was strong evidence to the experimental team that the typical approach to cone-guided Fast Ignition wouldn't work, since thicker cones should be more realistic than thin cones," said Orban. "This is because electrons are free to move around in a dense plasma, much like they do in a normal metal, so the thicker cone target is like a thin cone embedded in a dense plasma."

These intuitions were tested in simulations performed at OSC. Whereas earlier efforts to simulate the laser-target interaction were forced to simplify or shrink the target size in order to make the calculations more feasible, Orban used the LSP code to perform the first-ever, full-scale 2D Particle-In-Cell simulations of the entire laser-target interaction using fully realistic laser fields.

These simulations also included a sophisticated model for the pre-heating of the target from stray laser light ahead of the ultra-intense pulse developed by collaborators at the Flash Center for Computational Science at the University of Chicago.

"We were delighted to help Chris use the FLASH code to provide realistic initial conditions for his Particle-In-Cell simulations," said Don Lamb, director of the Flash Center. "This is an outstanding example of how two groups can collaborate to achieve a scientific result that neither could have achieved alone."

To conduct the simulations, the Ohio State researchers accessed OSC's flagship Oakley Cluster supercomputer system. The HP-built system features 8,300+ Intel Xeon cores and 128 NVIDIA Tesla GPUs. Oakley can achieve 88 teraflops, tech-speak for performing 88 trillion calculations per second, or, with acceleration from the NVIDIA GPUs, a total peak performance of 154 teraflops.

"The simulations pointed to the electric fields building up on the edge of the cone as the key to everything," said Orban. "The thicker the cone is, the further away the cone edge is from the laser, and as a result fewer energetic electrons are deflected forward, which is the crucial issue in making cone-guided Fast Ignition a viable approach."

With both the experiment and the simulations telling the same story, the evidence is compelling that the cone-guided route to Fast Ignition is an unlikely one. While other studies have come to similar conclusions, the group was the first to identify the plasma surrounding the cone as a severe hindrance. Thankfully, there are still many other ideas for successfully igniting the fusion pellet with current or soon-to-be-constructed laser facilities. Any future efforts to spark fusion reactions with these lasers using a two-stage fast-ignition approach must be mindful to consider the neutralizing effect of the free electrons in the dense plasma.

"We could not have completed this project without the Oakley Cluster," Orban noted. "It was the perfect combination of speed and RAM and availability for us. And thanks to the profiling I was able to do, the compute time for our production runs went from two weeks in November 2011 to three or four days as of February 2012."

"Energy and the environment is one of the primary focus areas of the center, and this research fits perfectly into that domain," said Brian Guilfoos, the client and technology support manager for OSC. "Many of our systems were designed and software packages selected to best support the type of computing required by investigators working in fields related to our focus areas."

    Fed's Bernanke sees mixed picture in euro zone

    LONDON (Reuters) - The situation in the euro zone has shown the difficulties of operating a single currency across several countries, Federal Reserve Chairman Ben Bernanke said on Monday.

    "There is a basic question - what is the right size for a single monetary policy?" Bernanke said in response to a question at a panel discussion in London.

    While some aspects of the euro zone were optimal, including the credibility of its central bank to deliver low inflation, there were also differences across countries in terms of competitiveness and their different stages in the economic cycle, he said.

    "So I think it is a mixed picture," Bernanke said.

    Mo. Sen. McCaskill supports for gay marriage

    JEFFERSON CITY, Mo. (AP) ? Missouri Sen. Claire McCaskill says she now believes that gay couples should be allowed to marry, a change from her previously nuanced stance during last year's re-election campaign in which she defended the right of Missouri voters to outlaw same-sex weddings.

    The Democratic senator's support for gay marriage is a matter of both personal belief and public policy, her spokesman said Monday. McCaskill declared her position on her blog Sunday evening in advance of U.S. Supreme Court arguments on the topic later this week.

    "I have come to the conclusion that our government should not limit the right to marry based on who you love," McCaskill said on her Tumblr site. "While churches should never be required to conduct marriages outside of their religious beliefs, neither should the government tell people who they have a right to marry."

    The court is to hear a challenge Tuesday to California's voter-approved ban on same-sex marriage, then arguments Wednesday concerning a part of the 1996 federal Defense of Marriage Act that bars same-sex couples who are legally married from receiving federal tax, pension and other benefits available to other married people.

    Missouri voters overwhelmingly adopted a constitutional amendment in 2004 defining marriage as between a man and a woman. During her unsuccessful campaign for governor that year, McCaskill said she opposed gay marriage but also opposed the constitutional amendment, because Missouri already had a similar state law.

    "I just didn't think it was an appropriate thing to put in our constitution," McCaskill said during an October 2004 gubernatorial debate.

    McCaskill has generally shied away from discussing gay marriage during her Senate campaigns. But she defended Missouri's right to ban gay marriage when asked last June about a federal appeals court decision striking down certain parts of the federal Defense of Marriage Act.

    "It's been decided in Missouri. It's in our constitution. I don't quarrel with that decision," McCaskill said nearly 10 months ago. "I, for one, think it's much better for these decisions to be made at the state level, like we have here in Missouri."

    McCaskill acknowledged in her Sunday posting that "my views on this subject have changed over time."

    "But as many of my gay and lesbian friends, colleagues and staff embrace long term committed relationships, I find myself unable to look them in the eye without honestly confronting this uncomfortable inequality," McCaskill said. "Supporting marriage equality for gay and lesbian couples is simply the right thing to do for our country, a country founded on the principals of liberty and equality."

    President Barack Obama announced his support for gay marriage last year. Other politicians also have recently followed suit, including former Democratic Secretary of State Hillary Clinton and Republican Sen. Rob Portman.

    Former President Bill Clinton signed the federal Defense of Marriage Act ? which requires the federal government to refuse to recognize same-sex marriages ? but he recently wrote an op-ed saying it's time to overturn it.

    Know Your Spring Break Legal Rights | Gadling.com

    Spring Breakers, did you know that anyone boarding a plane is covered by a "passenger bill of rights?" Or that in Mexico you're guilty until you can prove yourself innocent?

    Lawyers.com's editor in chief, Larry Bodine, has some legal insights that Spring Breakers should digest well before their first Jello shot ? particularly the 120,000 students heading to Mexico this year.

    What can I do right this instant to be safer on Spring Break?
    Sign up for the U.S. government's Smart Traveler Enrollment Program. It's free, and in the feds' own words, "It allows the State Department to assist U.S. citizens in an emergency and keep you up to date with important safety and security announcements."

    What's another thing?
    Look up the U.S. consulate or consular agency closest to where you're staying. At travel.state.gov, check under Country Specific Information for a list of agencies in your destination. Print copies for you and your travel mates and enter the information in your cellphone.

    Is there an app for that?
    Yes! There's a Smart Traveler Program app for iPhone and Android.

    American laws apply to me everywhere, right?
    Wrong. Bodine says many college students think American citizenship grants them immunity from laws in other countries. This isn't true. If you're in Mexico or Jamaica or the Dominican Republic or anywhere, you are subject to that country's laws and punishments. "There are a lot of semi-innocent things we do the U.S. that are crimes in Mexico," Bodine says. "Walking on the street with an open alcohol container is a crime. Getting off the bus without paying. Taking off your clothes on the beach."

    In another country you can't count on something like Panama City's Spring Break Court to minimize the repercussions. "The laws in Mexico are very different," Bodine says. "If you're charged with a crime, you are presumed to be guilty, and you have to prove you are innocent. If you are arrested, you'll be held for 48 hours before you get to make a statement. If they want to charge you, you can be held for a year without bail."

    How can I find out about open-container laws?
    In Mexico, it's illegal to walk on the street with an open container of alcohol. Costa Rica made it illegal last year. The law varies by country, so ask a bartender, a hotel manager or concierge or a security officer about your destination's law once you arrive. Ask about public intoxication laws, too. And research them before you go.

    Why do the police seem cool with the "anything goes" thing?
    Police might let the good times roll ? but they often crack down when there's a car accident, a fight breaks out, someone gets belligerent with the cops or danger otherwise looms, Bodine says. You don't want to be anywhere near these incidents. Find someone fun and rational to hang out with if you want to make sure to stay out of jail.

    I've been arrested. Whom should I call?
    Bodine says your first call ? and only call, if just one is allowed ? should be to the U.S. embassy or consulate in the area where you're staying. Consular officials can provide information on the local legal system and help you find a local attorney, but they can't get you out of jail.

    What will happen if I get caught smoking pot in Mexico?
    The U.S. State Department's website says: "The importation, purchase, possession or use of drugs can incur severe penalties, including imprisonment without bail for up to a year before a case is tried, and imprisonment of several years following a conviction." Don't even risk having some in your pocket.

    I'm 18 and can drink legally in Mexico. Can I also bring home alcohol?
    No. Once you land in the U.S., it's illegal for you to have it. Chances are it will be confiscated when you go through Customs after you land.

    What should I do if I am the victim of a crime?
    "Notify the authorities," Bodine says, "but don't let the hotel or tour company or restaurant make the report. You should also call the U.S. embassy."

    What rights do I have at the airport?
    If you're bumped from a flight because it is oversold or canceled, the airline is required to give you a paper detailing your rights. The airline employees rarely offer it, but you can ask for one. Bodine says the law requires the airline to rebook you on a different flight, and if that flight isn't scheduled to arrive within two hours of your original flight, the airline is supposed to pay you 400 percent of the one-way fare for that leg of the trip. But again, don't expect the airline to be upfront about this. "Ordinarily, they'll offer you as little as possible," Bodine says. "They'll put you up in a hotel and offer you a $300 travel voucher. If you don't ask for [your full entitlement], they won't give it to you."

    If your flight is canceled or delayed by weather, the airlines don't owe passengers any compensation.

    iPhone 6 Release Date Rumors: Apple Targeting US Launch For 2013?

    Apple is getting pretty consistent with these iPhone releases, and the iPhone 6 seems to be no exception. Analysts are predicting that the upcoming device, also popularly and unofficially called the iPhone 5S, will be aiming for a 2013 release date.

    The news does not come directly from Apple, so that date range for now is just a prediction. The International Business Times predicted that the iPhone 6 would launch in the summer of this year, possibly as early as June. However, other analysts note that Apple is looking to switch to a 6-month cycle from their previous 1-year cycle, to more aggressively defend their brand from competition. If that is the case, we may see the iPhone 6 as early as this spring, and another device sometime in quarter three of four.

    Other analysts, including Money Morning, speculate that the iPhone 5's lack of NFC capabilities and a larger display like similar competing phones is because Apple is actually preparing a much more improved device for a spring launch. Tech Radar agrees with the idea, but believes an autumn, "probably September," release is more likely.

    Pricing is anyone's guess, but many believe that the device will launch somewhere in the $800 to $1000 range, based on its competitors, and the launch price of the iPhone 5.

    Unfortunately, with no word from Apple yet, we are mostly left in the dark concerning most of the upcoming device's specifics. Everyone seems to be agreeing that a 2013 launch is likely, but when, where, and for what it will cost is very much up in the air.

    Additionally, a lot of speculation is going into what the device's technical specs will be. A slimmer, larger front, up to 128GB of storage, and iOS7 are all features on the table, but until more solid info begins to leak, we can't know for sure.

    Google?s Schmidt urges Myanmar embrace free speech

    YANGON, Myanmar (AP) ? Google executive chairman Eric Schmidt on Friday urged Myanmar?s government to allow private businesses to develop the country?s woeful telecommunications infrastructure, emphasizing the importance of competition and free speech.

    ?Try to keep the government out of regulating the internet,? he said to a round of applause from a group of students at a technical university in Yangon. ?The answer to bad speech is more speech. More communication. More voices,? he said. ?If you are a political leader you get a much better idea of what your citizens are thinking about.?

    Schmidt said the Internet can help cement political and economic opening in Myanmar, which has undergone rapid changes since reformist president Thein Sein took office in 2010 after decades of direct military rule.

    ?The Internet will make it impossible to go back,? he said. ?The Internet once in place guarantees communication and empowerment becomes the law and practice of your country.?

    He said Google?s first priority in Myanmar will be to improve access to information with its search engine and applications such as translation and maps.

    ?Right now the thing Google can do most is get information into the country,? he said.

    Google on Thursday launched a local homepage, www.google.com.mm, which will allow the tailoring of Myanmar content. On Wednesday it unblocked the Google Apps store to allow access from within Myanmar. The U.S. lifted most sanctions on doing business in Myanmar last year. The company says it?s also working to develop local language content.

    Today, inadequate infrastructure and high prices mean only about 1 percent of people in Myanmar have access to the internet, according to World Bank data, and less than ten percent have mobile phones, Schmidt said.

    Data capable smartphones remain prohibitively expensive, averaging $563 in a nation where the average income is $60-70 per month, according to a February 2013 study by Radio Free Asia?s Open Technology Fund.

    Myanmar has just three internet service providers, two of which are wholly or partially owned by the government. All connections, landline and wireless, run through a single fiber optic cable, connections to which haven?t been updated since 2008, according to the Open Technology Fund report. Speeds are so slow that sometimes it is impossible to use Gmail.

    ?The government has to make it possible for the private sector to build the telecommunications infrastructure,? Schmidt said. ?If we do that right, within a few years the most profitable businesses within Myanmar will be the telecommunications companies.?

    He said he is scheduled to meet with Myanmar?s president, Thein Sein, on Friday afternoon.

    ?I?ll say they?ve made a courageous step to open the country,? he said. ?Now they have to follow through with it.?

    Schmidt?s visit to Myanmar comes after trips to Libya, Afghanistan, and North Korea, which he said was a ?truly wacky place.?

    USAID recently sponsored a delegation of executives from Cisco Systems, Google, HP, Intel and Microsoft to Myanmar. Earlier this month Cisco said it plans to establish two state-of-the-art network training centers in Myanmar.

    Myanmar?s local tech community was elated by Schmidt?s visit.

    ?Google has a lot of resources to help, not just in Yangon and Mandalay,? said Minn Thein, who came back to Myanmar in January after 19 years in the United States to help found Frontiir, a local tech start up focused on affordable technology. ?If you can build a digital center in a rural area with broadband access, you can use it for education, information and health.?

    Genetic analysis saves major apple-producing region of Washington state

    Mar. 22, 2013 ? In August 2011, researchers from the U.S. Department of Agriculture were presented with a serious, and potentially very costly, puzzle in Kennewick, Wash. Since Kennewick lies within a region near the heart of Washington state's $1.5 billion apple-growing region, an annual survey of fruit trees is performed by the Washington State Department of Agriculture (WSDA) to look for any invading insects. This time the surveyors discovered a crabapple tree that had been infested by a fruit fly that they couldn't identify.

    It was possible that the fly's larvae, eating away inside the crabapples as they grew toward adulthood, belonged to a relatively harmless species that had simply expanded its traditional diet. In that case, they posed little threat to the surrounding apple orchards in central Washington.

    But the real fear was that they represented an expansion in the range of the invasive apple maggot fly, known to biologists as Rhagoletis pomonella. If so, then this would trigger a costly quarantine process affecting three counties in the state.

    "In one of the world's leading apple-growing regions, a great deal of produce and economic livelihood rested on quickly and accurately figuring out which one of the flies was in that tree," says Jeffrey Feder, professor of biological sciences and a member of the Advanced Diagnostics & Therapeutics initiative (AD&T) at the University of Notre Dame. "And for these flies, it can sometime turn out to be a difficult thing to do."

    As Feder and his team, including graduate student Gilbert St. Jean and AD&T research assistant professor Scott Egan, discuss in a new study in the Journal of Economic Entomology, the WSDA sent larvae samples to Wee Yee, research entomologist at the USDA's Yakima Agricultural Research Laboratory in Wapato, Wash. One larva was sent to Notre Dame for genetic analysis. The study sought to compare Notre Dame's genetic analysis to Yee's visual identification after the larvae had developed into adults. Fortunately, the fly identified, Rhagoletis indifferens, is not known to infest apples. The Notre Dame group further demonstrated that it is possible to genetically identify the correct fly species within two days, compared to the four months required to raise and visually identify the fly.

    A separate study led by the Feder lab details how the apple maggot fly was recently introduced into the Pacific Northwest region of the U.S., likely via larval-infested apples from the East. The flies have subsequently reached as far north as British Columbia, Canada, and as far south as northern California. So far, though, the apple maggot has not been reported infesting any commercial apple orchards in central Washington.

    "The correct identification of the larvae infesting crabapple trees saved the local, state and federal agencies thousands of dollars in monitoring, inspection and control costs," Yee said. "The cost to growers if the apple maggot had been found to be established in the region would have been very substantial (easily over half a million dollars), but the rapid diagnostic test developed at Notre Dame suspended the need to proceed with the rulemaking process, saving staff and administrative costs."

    The Feder team is continuing to refine the genetic assays to develop a portable test that would be valuable in apple-growing regions, as well as ports of entry where fruit infested by nonlocal insect species can be rapidly detected, to prevent the spread of the insect.

    "Honestly, right now, I'm kind of in shock," said Syracuse center Kayla Alexander, who had 23 points and eight rebounds and ended her career as the Orange's all-time leading scorer. "This isn't the way we thought, planned or imagined this would end. We had such high expectations, and this wasn't how we expected to finish."

    Fujan kept Creighton afloat for most of the first half by shooting 6 of 7 overall and 5 of 6 from 3-point range. She scored her team's first 11 points and had 17 by halftime.

    The 5-foot-11 guard entered the tournament averaging just 9.3 points, but she had scored a career-high 22 in a Missouri Valley Conference championship game loss to Illinois State and carried that momentum over to the NCAA tournament.

    "I think it's just confidence," Fujan said. "My team has done a great job finding me. I don't know. I guess once you hit one, it's easier to hit the next few."

    Fujan wasn't getting much help from the other Bluejays early on.

    Creighton didn't get a point from someone other than Fujan until Alyssa Kamphaus made a free throw with 6:46 left in the first half. The first Creighton basket from one of Fujan's teammates came when Carli Tritz sank a 3-pointer with 3:31 left in the half. Creighton, which ranks second nationally with 9.3 3-pointers per game, missed its first eight 3-point attempts and 11 of 12 shots overall.

    Creighton started out by relying almost entirely on the 3-point shot against Syracuse's zone defense. In the first half, Creighton attempted 24 shots from beyond the arc and only six from two-point range. Somehow, the game was still tied 24-24 at halftime.

    "Other than McKenzie, we couldn't throw it in the ocean the first 15 minutes, yet we were still in the game," Creighton coach Jim Flanery said. "I said that's a positive because at some point, somebody else is going to start making baskets."

    Creighton finished 11 of 36 from 3-point range.

    Syracuse shot 3 of 19 from beyond the arc and only 31 percent (18 of 58) overall. Creighton also outrebounded the taller Syracuse team 43-35.

    "That was our No. 1 priority that our coached talked about over and over," Nelson said. "He (said) if we can win the rebounding battle, we'll win the game."

    Nelson's 3-pointer gave Creighton a 55-45 lead with only 4:54 remaining, but the Bluejays wouldn't make another basket the rest of the game.

    Syracuse got to 57-56 on Carmen Tyson-Thomas' layup with 19 seconds left. Fujan hit both ends of a 1-and-1 to make it 59-56 with 16 seconds remaining. The Orange still had a chance to tie the game until Hall's shot missed the mark.

    Protective properties of influenza vaccines revealed

    Mar. 22, 2013 ? Collaborating scientists from Nationwide Children's Hospital, Baylor Institute for Immunology Research, and Mount Sinai School of Medicine have identified an important mechanism for stimulating protective immune responses following seasonal influenza vaccinations.

    The study was published in Science Translational Medicine, a journal of the American Association for the Advancement of Science (AAAS).

    While seasonal influenza vaccines protect 60 to 90 percent of healthy adults from "the flu," the mechanisms providing that protection are still not well understood.

    The study led by Octavio Ramilo, MD, chief of Infectious Diseases and an investigator in the Center for Vaccines and Immunity at Nationwide Children's Hospital and professor of Pediatrics at The Ohio State University (OSU) College of Medicine, and Hideki Ueno, MD, PhD, an investigator at the Baylor Institute for Immunology Research at Baylor University, demonstrates how certain T cells in the blood are stimulated to provide protective antibody responses with seasonal flu vaccines.

    Antibodies are produced by specific white blood cells or B cells, which serve as an immune defense against foreign bodies such as the influenza virus. Helper T cells, another type of white cell, are essential for the generation of B cells.

    Blood samples before and after influenza vaccination from three groups of healthy study participants were analyzed for antibody responses. The groups included two sets of adults, one receiving flu vaccines during the 2009-2010 winter and the other receiving vaccination during the 2011-2012 winter. The third group included children receiving the flu vaccine during the 2010-2011 winter.

    Analyses show that a temporary increase in a unique subset of helper T cells expressing the co-stimulator molecule ICOS adds to the immune response by helping B cells produce influenza-specific antibodies.

    Results indicated that at day seven following the administration of a flu vaccine in all groups, stimulated T cells were evident, contributing to the development of the immune response.

    The T cells positively correlated with increased antibodies against each flu virus strain examined, with the exception in the children's group against the swine-origin H1N1 virus.

    "Given that seasonal influenza vaccines induce antibody responses mainly through boosting the recall response of the immune system, this lack of correlation might reflect the lack of H1N1 specific immunity in some children," explains study co-author Emilio Flano, PhD, a principal investigator in the Center for Vaccines and Immunity at Nationwide Children's and an associate professor of Pediatrics at OSU College of Medicine.

    "This is consistent with the fact that these children had not been vaccinated or naturally exposed to the H1N1 virus prior to being vaccinated during the 2010-2011 winter," said study co-author Santiago Lopez, MD, a postdoctoral research fellow in the Center for Vaccines and Immunity and a resident at Nationwide Children's.

    Further experiments demonstrated that this unique subset of helper T cells can boost production of existing antibodies that fight flu by stimulating memory B cells, but do not help production of new antibodies by na?ve B cells.

    "We're gratified that our study provides evidence of one of the essential events associated with the immune response following seasonal influenza vaccination," says Dr. Ramilo. "Understanding these processes is a key step toward developing more effective vaccines."

    Asuncion Mejias, MD, PhD, a principal investigator in the Center for Vaccines and Immunity at Nationwide Children's and an assistant professor of Pediatrics in Infectious Diseases at OSU College of Medicine also contributed to this study which was funded by the National Institute of Allergy and Infectious Diseases (NIAID).
